Prime Minister Alix Didier Fils-Aimé officially presented, this Monday, February 23, 2026, at Villa d’Accueil, the “National Pact for Stability and the Organization of Elections” during a solemn ceremony that brought together government members, the diplomatic corps, political parties, and civil society representatives. A strategic moment that marks a major step forward in the transition process.
An Unprecedented National Mobilization
The Pact presentation ceremony, preceded by a Council of Ministers held at the Primature to examine major government action files, brought together a wide range of the nation's vital forces. Government members, representatives of the diplomatic and consular corps accredited in Haiti, political party actors, representatives of the economic and social sectors, as well as civil society figures all affirmed, by their presence, their common will to contribute to institutional stabilization and the re-establishment of constitutional order.
This signing constitutes, according to the official statement from the Primature, “a major strategic step in the transition process.” It reflects a clear political determination: to create the essential conditions for holding credible, inclusive, and transparent elections, while strengthening institutional stability and national security.
The Prime Minister's Speech: A Call to Historical Responsibility
In his address, the Head of Government praised the commitment of the signatories, emphasizing that by affixing their signature, they chose dialogue, historical responsibility, and the superior interest of the Nation.
“The destiny of an entire people rests on the decisions and commitment that its children make to serve it. Every generation that succeeds in serving its country by setting aside personal interests and sterile quarrels walks the path of history,” declared Alix Didier Fils-Aimé.
The Prime Minister insisted that the adoption of this Pact is the culmination of several days of intense consultations, frank exchanges, and responsible convergences. He praised the men and women who, beyond their differences, prioritized national unity, civil peace, and political stability.
“The greatest victory is the victory for democracy. It is the victory of the entire country. At this moment, we have not only behaved as political leaders. We have shown the whole world that we are the cement that pours the foundations of stability for the Nation,” he continued.
Five Priority Axes for Government Action
Through this collective commitment, the signatories demonstrated their political maturity and their willingness to embed the transition in a logic of shared responsibility. This Pact establishes the foundations for a coordinated, orderly, and planned exit from the transitional period.
The Prime Minister reaffirmed his firm commitment to ensuring the effective implementation of the Pact's provisions, focusing on five priorities:
- the strengthening of public security,
- institutional consolidation,
- transparency of the electoral process,
- active involvement of youth,
- and wealth creation with economic recovery.
The government thus intends to make this initiative a lasting political foundation, capable of restoring the confidence of citizens and the international community, while paving the way for free, democratic, and credible elections, for the exclusive benefit of the Haitian people.
