Haiti-OPH: Draft Decree Aims to Modernize Postal Services and Bring Them Out of Obscurity

PORT-AU-PRINCE.— The Haiti Post Office (OPH) is preparing to undertake a profound reform of its operations. An investigation by Ayibo Post revealed the existence of a draft decree, recently submitted by the institution's management, which aims to reorganize its structures and adapt them to the rapid transformations disrupting the postal sector worldwide. Weakened by the rise of private courier services, the growth of online commerce, and the dominance of digital technologies, the OPH sees its traditional role challenged. This draft decree aims to be a strategic response to these upheavals. It proposes an organizational overhaul designed to strengthen the institution's resources and make it more competitive in an increasingly open market. New Responsibilities and Opening to Partnerships The text notably provides for a redefinition of responsibilities within the OPH. The commercial and postal operations departments will be entrusted with the mission of developing and managing the standards of the International Postal System (IPS.POST), to ensure interoperability with foreign networks. Furthermore, the OPH will be responsible for promoting money transfer services via the International Financial System (IFS) and managing the franchise program. The project also encourages the diversification of postal service offerings and the establishment of strategic partnerships with other market operators. Maintenance of Universal Service and Sovereign Monopolies While opening up to new activities, the OPH retains its fundamental mission: to guarantee a universal postal service, in accordance with the principles of the Universal Postal Union (UPU). This mission is considered essential for social and territorial cohesion. The draft decree also maintains certain “sovereign” monopolies for the benefit of the Office, such as the issuance of stamps and the routing of mail between state institutions. These privileges, the document emphasizes, justify the central role that the State continues to attribute to the OPH in a sector undergoing full liberalization. A Strategic Reform With this project, the Haiti Post Office seeks to reconcile two imperatives: ensuring the continuity of a universal public service and meeting the challenge of competitiveness in an environment dominated by innovation. This reorganization, presented as a decisive step, appears crucial to strengthen the OPH's resilience and enable it to sustainably reposition itself in the contemporary digital and logistics economy.
