The Prime Minister's Office and the Presidential Transitional Council (PTC) officially launched the Political Party Capacity Building Program on Saturday, November 1, 2025, during a ceremony at the Karibe Convention Center in Pétion-Ville. This national initiative aims to professionalize Haitian political life, strengthen democratic culture, and prepare the country for free, inclusive, and peaceful elections.
The executive believes in professionalizing Haitian political life. Hence this initiative, launched this Saturday under the direction of Prime Minister Alix Didier Fils-Aimé, by the Prime Minister's Office in partnership with the Presidential Transitional Council (PTC). It is a vast program designed to revitalize and modernize the functioning of Haitian political parties.
The ceremony took place in the presence of presidential advisors Leslie Voltaire, Smith Augustin, and Emmanuel Vertilaire, several government members, representatives of the diplomatic corps, the Provisional Electoral Council, as well as numerous political groups from the country's ten departments.
Grouping Parties into Three Regional Hubs
According to a statement from the Prime Minister's Office, this Political Party Capacity Building Program will benefit over a thousand representatives of political groups and will be deployed in three regional hubs: Port-au-Prince (West), Cap-Haïtien (Grand North), and Les Cayes (Grand South).
Three pillars to structure and modernize political life. The program is based on three complementary modules, entrusted to Haitian firms recognized for their expertise. CPDEP will ensure the organizational and functional strengthening of political parties through training on internal governance, electoral legislation, and political ethics.
Additionally, Groupe Croissance S.A. will lead the managerial and financial component to promote transparency and responsible resource management. Finally, DAGMAR S.A. will direct the communication and technology module, focusing on mastering digital tools and modern political communication.
Also according to the Prime Minister's Office, this program, designed by Haitian professionals, values local expertise and is part of a sustainable dynamic aimed at making parties more autonomous, responsible, and credible.
An Innovation for Transparency
The statement also highlights the presentation, during the ceremony, of a new digital platform for registering political parties and their members, developed by the Groupe de Support en Informatique et en Statistique (GSIS). This technological innovation will enable the State to have a reliable, secure, and regularly updated database — a significant step forward for the modernization and transparency of the Haitian political system.
A Firm Commitment Towards the Return to Constitutional Order
In his address, Prime Minister Alix Didier Fils-Aimé praised the mobilization of political actors and reaffirmed the government's commitment to support parties in their professionalization process. « Democracy is built through training, consultation, and shared responsibility », he declared, inviting parties to adopt a political culture based on competence, tolerance, and transparency.
The head of government reiterated the commitment of the Prime Minister's Office and the PTC to support all political forces throughout the transition process, in partnership with public institutions, technical and financial partners, as well as specialized national organizations.
Institutionalizing Political Parties
Presidential advisor Emmanuel Vertilaire, responsible for the Justice and Security portfolio within the transitional council, emphasized in his speech the program's decisive role in the country's institutional strengthening and political stability. « By consolidating political structures, we lay the foundations for a future based on social justice, stability, and sustainable development », he declared.
During his intervention, advisor Vertilaire was heckled by political party officials present in the Karibe hall, who brought up his indictment in the BNC case. Organizers had to intervene to calm the atmosphere. Nevertheless, the representative of Pitit Dessalines continued his speech to reiterate that the council's mission is to lead the country towards credible and transparent elections, an indispensable condition for the return to constitutional order.
The first training sessions will begin in November 2025, marking a key step in the modernization of political life and the democratic reconstruction of Haiti.
