Haiti Elected to the Executive Committee of the Pan American Health Organization

PORT-AU-PRINCE.— Haiti has reached a new diplomatic and institutional milestone in public health. On the occasion of the 62nd Directing Council of the Pan American Health Organization (PAHO), the country was elected a member of the institution's Executive Committee, a strategic body composed of nine member states elected for a three-year term. This election places Haiti alongside eight other countries in the region, with the mission of guiding PAHO's major decisions, as the regional arm of the World Health Organization (WHO). The Executive Committee plays an essential role in approving meeting agendas, reviewing and recommending programs and budgets, and advising the Conference and Council on health policy matters. International Motivation for Strengthening the Country This is significant recognition for Haiti, which was also elected a few months ago to the WHO Executive Board in Geneva, where the country is represented by Dr. Bertrand Sinal. This dual positioning at the global and regional levels gives the country a strengthened voice in the development and governance of international health policies. According to its statutes, the PAHO Executive Committee acts as a working group of the Conference or Council and meets twice a year. It also has a permanent subcommittee responsible for program, budget, and administration matters. Its functions include authorizing the Director of the Bureau to convene Council meetings, approving the provisional agenda for meetings, and reviewing the proposed program and budget, with recommendations. Towards an Increased Role in Global Health In addition to this election, Haiti was also proposed to the WHO's permanent committee on prevention, preparedness, and response to health emergencies, a specialized body created to strengthen the international response to health crises. This increased presence within PAHO and WHO decision-making bodies offers Haiti a unique opportunity to advocate for its national public health priorities, including the resilience of healthcare systems, epidemic preparedness, and improved access to basic services, while actively participating in the major directions of international health cooperation. A Challenge for Health Governance For Haitian authorities, this election has a strategic dimension. It comes in a context of fragility of the country's health infrastructure, marked by recurring epidemiological and humanitarian crises. Haiti's representation in these bodies could facilitate access to strengthened technical and financial support, while consolidating the country's diplomatic weight on the international stage.
