MEFP's Stance in Favor of a Bicephalous Executive in Haiti

The Mouvman Etidyan Finisan ak Pwofesyonèl (MEFP), true to its mission of promoting democracy, good governance, and youth civic participation, wishes to clearly express its position in favor of establishing a Bicephalous Executive in Haiti. For the MEFP, the Bicephalous Executive represents a balanced governance formula, capable of fostering consultation, limiting excessive concentration of power, and strengthening control and accountability mechanisms at the highest level of the state. In a national context marked by repeated crises and deep mistrust of institutions, this configuration can help restore confidence and encourage more inclusive management of public affairs. We believe that a Bicephalous Executive, based on a clear distribution of powers, effective coordination between the two heads of the Executive, and strict adherence to the Constitution, can ensure greater political stability and continuity of governmental action for the benefit of the population. The MEFP emphasizes, however, the necessity for this Executive to be composed of competent, honest, and committed individuals, capable of working in the nation's best interest, beyond partisan or personal interests. The Bicephalous Executive should not be a space for rivalries, but a framework for cooperation, shared responsibility, and complementary leadership. Through this position, the MEFP reaffirms its conviction that Haiti needs a modern, balanced governance model adapted to its reality, in which youth can recognize themselves and actively contribute to the reconstruction of the state.
